Ambassador Extraordinary and Plenipotentiary
of the Republic of Armenia to the Lebanese Republic


Samvel Mkrtchian

Ambassador Samvel Mkrtchian took up his current position in March 2016. Before the assignment as Ambassador to Lebanon he was Director of Department for Arms Control and International Security since December 2010.

The Department is in charge of Armenia’s relations with the International Organisations like NATO, the OSCE, IAEA, OPCW and others. It deals with issues related to conventional arms control, non-proliferation and export control.

Before, he was Head of the Mission of the Republic of Armenia to NATO for more than six years since September 2004 until December 2010. The Mission as a distinct diplomatic representation was established with the assignment of Ambassador Mkrtchian.

Prior to that, Ambassador Mkrtchian was the Director of Europe Department of the Ministry of Foreign Affairs. In that capacity he was in charge of policy formulation and implementation of bilateral political, economic and cultural exchanges with all European countries. He was also responsible for relations with the European Union, Council of Europe and the OSCE.

From 1994 to 2000 he served as the Deputy Head of Armenian Delegation to the OSCE, Alternate Permanent Representative of Armenia to UNOV, UNIDO and IAEA. He was also performing in the function of Charge d’affairs to Austria, Hungary, the Czech Republic and Slovakia for the period of 1997-1998.

Ambassador Mkrtchian was the Armenian negotiator of the Adapted CFE Treaty from 1996 to 1999.

He was a member of Armenian negotiation team for the settlement of the Nagorno Karabagh conflict in the framework of the OSCE Minsk Group from 1995 to 1997.

Mr. Mkrtchian started his diplomatic career in 1991 as Desk officer for Scandinavian and Baltic states at the European Department of the Foreign Ministry. Briefly, before being posted to Vienna, he was Desk officer for the UN and OSCE at the International Organisations Department.

Prior to his joining the Foreign Service, Mr. Mkrtchian has been working at the State Historical Archives and then at the Institute of History of the National Academy of Sciences.

Ambassador Mkrtchian has participated in a number of international conferences and meetings of the OSCE, CoE and NATO, among them the OSCE Summits in Budapest, Lisbon and Istanbul, NATO summits in Bucharest and Lisbon.

Ambassador Mkrtchian graduated from the Yerevan State University in 1981 and did his postgraduate studies at the National Academy of Sciences from 1981 to 1984. He also attended the Diplomatic courses in Leeds University in 1993.

Besides his native Armenian, Ambassador Mkrtchian is fluent in English and Russian.

Ambassador Samvel Mkrtchian was born in May 1959.

He is married with two children.
